I have a Pioneer VSX-9700S receiver. I replaced the fuses in it and I plugged in my laptop; the equalizer shows correctly. There is no sound. Is it because of the fact I am missing 2 of the 5 jumpers in the back as shown in this picture? If so, how could I replace them? Finding the u jumper for a 20+ year old machine would be damn near impossible.

Make them out of wire.

Which two are you missing? If it's the ones on the lower right then yes. Those two are the Main preamp out to amp in. Just use a set of RCA jumpers.

If you're missing the pre amp outs to power ins, then yes, that's why.
You don't need the exact jumpers, you can just go buy a pair of RCA jumpers for $20. Or craft your own, but if you do a crappy job, you'll hear it.

You may not have to get a brand specific jumper. Take one of the old ones and head over to your local Radio Shack, they probably have something like it in a bin somewhere....or get the part number and become friends with e-bay.

Oh well, the RCA jumpers will work but cost a few bucks.
